Mission Statement:
The Georgia Center for Energy Solutions (GCES) is an IRS-registered 501(c)3 nonprofit organization that was formed to promote the development of an economic and regulatory framework to transition Georgia’s electric sector, transportation sector, and other sectors in the state to a 100% clean energy (zero carbon) future in an equitable, reliable, resilient, sustainable, and economically efficient manner and in furtherance of the public benefit.
GCES fulfills its mission primarily by advocating for an Integrated Resource Plan that optimizes renewable energy development, the pooling of power as part of a Regional Transmission Organization, battery energy storage systems, distributed energy resources, and transparent purchases of power from neighboring balancing authorities, in order to decarbonize the economy of Georgia and lower electric ratepayer bills.
The founder, Peter Hubbard, is a seasoned energy expert with 13+ years of experience working in US and global energy markets. Mr. Hubbard develops solar, storage, and microgrid projects and manages complex projects for electric utilities, investors, and other clients. He is a Subject Matter Expert in renewable energy deployment, deep decarbonization pathways, power market modelling, natural gas market modelling, electric utility Integrated Resource Plan analysis, green hydrogen development, M&A transaction due diligence, commercial structuring including Power Purchase Agreements, general economic modelling, and regulatory compliance. Mr. Hubbard is an experienced expert witness in utility regulatory proceedings.
Prior to GCES, Mr. Hubbard was a Principal Consultant at a global energy management consulting firm and prior to that a Manager at a US energy business advisory service. Mr. Hubbard holds a Master of Arts degree from the Johns Hopkins University School of Advanced International Studies in International Affairs with two Concentrations in International Economics and Energy, Resources and Environment and one Specialization in Quantitative Methods and Economic Theory. Mr. Hubbard holds two Bachelor of Science degrees in Physics and Mathematics and one Bachelor of Arts degree in French from the University of Memphis. Mr. Hubbard resides in Atlanta, Georgia with his spouse and two children.
